How are inkjet cartridges re- manufactured?

My question applies to non chipped cartridges, I was wondering if they just replace the foam and flush out the cartridge or is there more to it than that??

Besides E-bay, where can I buy EMPTY HP Original [OEM's] Inkjet Cartridges Online ?

I am interested in buying empty HP {Only} inkjet cartridges – they need to be HP OEM’s – NOT Remanufactured.
I would prefer a larger retailer / supplier, that would have access to many of the empty inkjet cartridges HP makes.
Besides E-Bay, would there be a good online place to go?
